Abstract

The study was conducted to analyze the impact of Ordinance 2008-752 to business firms, households and municipal government of Los Baños. Specifically, estimate the impact of the ordinance on the cost of business establishments; estimate the impact of the ordinance in the expenditures of households; estimate the impact of the ordinance on the expenditures of the municipality; and determine the social acceptability of the ordinance. To attain the objectives, primary data were obtained from business firms and households through a self-administered questionnaire and enumerator-administered questionnaire, respectively. Secondary data were also collected from the Environment Unit of Los Baños and the Municipal Accounting office. The study elucidated Ordinance 2008-752, which is entitled, An Ordinance Prohibiting the Use of Plastic Bags on Dry Goods and Regulating its Utilization on Wet Goods and Prohibiting the Use of Styrofoam in the Municipality of Los Baños. The result shows that the firms experienced increase in monthly expenses for packaging material. The hardest hit sector are the grocery stores. While the least affected are the sari-sari stores. On the other hand, survey showed that there is a minimal increment on the monthly expenditure of the household as a result of the ordinance. These two sectors both express high acceptability of the Ordinance. Seventy-four percent and 66% of the firms and households surveyed respectively, agree with the Ordinance. The spending pattern of Los Baños maintained a roller coaster type of behavior, there are months with higher plastic collection and vice-versa. The study have limitations in coming up with concrete policy recommendations, thus further study should be made to calculate the soundness of the ordinance in terms of cost and benefit analysis.Studies with higher sample size and employ random sampling procedure can be made to attain a more accurate estimate of its impacts. However based on narratives from key informants and responses from the survey with firms and household more information and promotional initiatives directed to households must be delivered to further boost the sector’s support.
