Abstract

This study assessed the agricultural credit needs, financing, and changes in farm practices adopted by rice farmers in coping with the adverse effect of an extreme weather disturbance in Bay, Laguna. A total of 50 rice farmers were interviewed. All the data collected were analysed using summations, averages, frequency tables, comparison of means using t statistics, income statement, modified cash flow analysis, and multiple linear regression.

The study emphasized on how Typhoon Ondoy affected the cash position of the rice farmers and their households in 2009. Specifically, the mode of financing and the changes in their farm practices that they adopted to be able to return rice farming were studied. It was found that all of the farmers have a cash deficit after Typhoon Ondoy.

This study also revealed that credit was used as an option after a rice farmer is affected by a natural disaster. Information about the problems encountered by the farmers in availing credit as well as the sources of credit were also generated. The impact of crop insurance, savings, household-related factors, and farm-related factors on cash requirement for a new rice crop were also identified in this study. Crop insurance and savings were found to be very helpful in lowering the cash requirement. Recommendations were formulated so that these may be used by the farmers and the concerned institutions to minimize the effect of an extreme weather disturbance that could occur in the future without any warning.
