Abstract

To effectively plan for flood mitigation, prevention and control, it is necessary to identify the areas vulnerable to flooding. Identification of these areas generally involves use of analytical tools like geographic information systems (GIS) and numerical models. There is a wide range of options available in selecting the appropriate tools for flood studies varying in terms of cost and complexity. This study demonstrates the adequacy of using free and easily downloadable analytical tools for flood studies. Numerical simulations using HEC-HMS and HEC-RAS were done to determine the main causes of the flood during the southwest monsoon rain of August 2013 at Imus, Cavite. Results of the simulation showed that the high intensity and extended duration of the monsoon rain was the main cause of the flood. The change in land use had magnified its severity while the change in topography had negligible contribution to the flood.
