Abstract

In UPLB, common-use supplies should be purchased from the procurement Service Department of Budget and Management (PSDBM). However, 92% of the units interviewed have experienced purchasing common-use supplies from other suppliers. The study investigated on the reasons why some UPLB units purchase some of the common-use supplies from other suppliers. Through interviews, it was revealed that the top two reasons are the unavailability of common-use supplies from PSDBM and the low quality of items. The study focused on the latter. It was found out that majority of the units are receiving defective and non-conforming common-use supplies from PSDBM. Quality claims mostly involve the performance. reliability, durability, and conformance to standards of the items. A design of an incoming quality control (IQC) system was made and through evaluation, it was known that the IQC system can address 74% of the quality claims of the end-users. Also, it has been found out that a continuous feedback monitoring system regarding the quality of common-use supplies should be developed. This is to continuously evaluate the performance of the IQC system as well as to support its objective-to eliminate the entry of defective and non-conforming common-use supplies from PSDBM to the end-users.
