Abstract

The study was conducted primarily to analyze the awareness and perception of rice farmers on crop insurance in Laguna. It also aimed to: (1) describe the crop insurance system implemented by the PCIC; (2) determine and compare the level of awareness of insured and uninsured farmers; (3) compare the perceptions of never been insured farmers on crop insurance to the actual experience of currently insured and previously insured farmers who are now uninsured at present; (4) describe the mitigating measures that insured and uninsured farmers employ to minimize crop losses due to flood, typhoons, and pests and diseases; and (5) identify problems related to crop insurance encountered by the farmers and recommend possible ways to increase the availment of crop insurance.The Fisher’s LSD test revealed that the level of awareness of never been insured farmers on all crop insurance attributes significantly differed from that of the currently insured and previously insured farmers. This is significant because while the never been insured farmers believe that income will increase upon availing of crop insurance, those that have been insured never experienced an increase in their income due to crop insurance indemnity.The level of awareness of the currently insured and previously insured farmers on all crop insurance attributes were almost the same. The never been insured farmers showed very low level of awareness on crop insurance attributes. On the other hand, the low indemnity payment and poor service delivery of the PCIC were main problems encountered by the currently insured and previously insured farmers that have matched the negative perceptions of the never been insured farmers. Currently insured farmers and currently uninsured farmers employ the same mitigating practices in their farm. However, the currently uninsured farmers recorded a higher cost in mitigation compared to the currently insured farmers. To increase the availment of crop insurance, the study advocates for the membership of farmers to a cooperative. Cooperatives are capable of providing the farmers the right information regarding crop insurance. Thus, the never been insured farmers will have a chance to get insured and not base most of their perceptions on crop insurance on other farmers.
