Abstract

The poor rating of the Ninoy Aquino International Airport (NAIA) among other airports in the world (Wong, 2014) simply emphasizes the urgent need to improve the current situation at the country's main airport terminals. This paper presents an assessment on the Level of Service (LOS) at the check-in area of the NAIA Terminal 3, based on the 9th Edition of International Air Transport Association (IATA) Airport Development Reference Manual (ADRM). The LOS rating was determined from the peak hour arrival rate, average dwell time and available queuing area. Furthermore, peak hour requirements were by passenger capacity requirements, area requirements, and check-in counter requirements based on LOS C. The study was conducted in December 2015, one of the peak months of NAIA, during which high passenger congestion is experienced at the check-in areas. At peak hours, the most congested check-in island was found to operate as low as LOS F, while other check-in island occupied by an airline for checking in passengers from eight overlapping flights. The queuing area and the active check-in counters showed inadequate for achieving the IATA recommended minimum LOS of C. Apparently, check-in island distribution was airline-specific, thus airlines handling few flights within the day had under-utilized check-in islands, while those with several (and often fully-booked) overlapping flights suffered congestion. Clearly, there is an imbalance in the utilization of the five check-in islands at the NAIA Terminal 3, the LOS of the Terminal could be improved significantly.
