Abstract

The study analyzed the performance of Philippine fresh banana exports to Japan from 1990 to 2014. Specifically, it described the trends in domestic production, area planted, number of bearing trees, yield, volume and value of Philippine fresh banana exports, and domestic and export prices of Philippine fresh banana identified the different sources of fresh banana exports vis-à-vis other banana exporters to Japan assessed the quality competitiveness of Philippine fresh banana exports to Japan with Japan?s food Sanitation Law and Codex Standards and constraints in the Philippine fresh banana export industry. The studies utilized secondary data and were analyzed using descriptive analysis, price and quality competitiveness analysis, and multiple regression analysis. The results showed that the RCA of Ecuador for fresh banana exports id higher than the RCA of the Philippines. It denotes that Ecuador is more competitive than the Philippines in the world fresh banana export market. On the other hand, the results of test of two means revealed that in terms of export price competitiveness of fresh banana bound to Japan, it was found out that the two prices are not significantly different. It was also revealed that the export price competitiveness of fresh banana bound to Japan, the price of the Philippines is more competitive than Ecuador however, in terms of import prices are not significantly different. It was also revealed that the export price competitiveness of the Philippines has significantly increased after the enforcement of the amended JFSL and tariff reduction under JPEPA. On the other hand, in terms of Japan's import price, the competitiveness analysis, the PNS for bananas was found to be at par with the Codex Standards. On the other hand, in comparison with the JFSL, it was revealed that Japan's standards were more stringent, particularly on maximum residue limits. The continuous acceptance of Japan to fresh banana exports coming from the Philippines may indicate the latter?s compliance to the former standards. For the results of the multiple regression analysis, it was found out that the volume of Philippine fresh banana exports to Japan was affected by export price of the Philippine banana bound to Japan and foreign exchange rate between Philippine Peso and Japanese Yen, while the value of exports was influenced by export price and real GDP per capita of Japan. The problems and constrained identified were the price hikes in fertilizers, occurrence of typhoons, increase in production costs, high port handling charges, and expensive test procedures required by Japan. It was recommended that the Philippines find other export destinations for its fresh banana exports, negotiate for a faster tariff reduction schedule under JPEPA, and harmonize the PNS for bananas with the JFSL.
