Abstract

The study was conducted to give an overview of the activities of the different sectors involved with the certified rice seed industry, to identify their problems and to recommend solutions for these problems. Different constituents involved in the industry were interviewed. Secondary data from books, journals and seminar papers were also gathered. The industry analysis approach was used to analyze the various sectors of the industry. The rice seed industry is composed of farm-input sector, production sector, processing sector and the marketing and distribution sectors. The slow growth of the rice seed industry was attributed to two major factors: the low demand for certified rice seed and the absence of the seed law. The following sectoral recommendations were given: (1)production and packaging seed producers should limit the area for rice seed production from 20% to 15% and a minimum packaging standard on a per kilo basis should be provided (2) processing and storage - mobile and small and medium scale processing facilities should be established and strategically located (3) quality control should be performed to protect the interest of the buying public (4) seed extension and promotion should be done for farmers to be educated to understand and accept certified rice seed (5) training of technicians should be sufficient to be able to relay information effectively to the seed producers and farmers.
