Abstract

Foreshore areas are considered public lands. Public lands in accordance to the Public Land Act are owned by the State. Public lands can only be disposed through lease usually for a minimum of 25 years or direct selling to bonafide residents of the area. Currently the foreshore areas are being utilized for free. This study estimated the appropriate lease rate for the foreshore areas in Taguig, Metro Manila. This was done by determining the economic rent by employing a cost and return analysis. Cost and returns analysis was used to measure the profitability of the five agricultural enterprises in the area. The results revealed that among the five different agricultural enterprises, palay production is the most profitable with a net return of 4,103.73. Average farm size for palay production is 2.04 hectares. The least profitable is producing vegetable with a net return of 1,657.06. Average farm size for vegetable production is 0.60 hectare, since most of the farmers producing vegetable are backyard farmers. The study also used the market-comparison approach were the lease rates prevailing in the foreshore barangays in the built-up areas. The results estimated that among the seven foreshore barangays, Calzada commands a rate of 729.00 per hectare and Palingon has the lowest rate which is 100.00 per hectare. The proposed lease rates for the five agricultural enterprises using economic rent is 1,927.77 per hectare for palay which has the highest rate and the lowest rate is 575.81 per hectare for vegetable production. The findings of this study suggest that in imposing lease rates, government should adopt a policy to make sure that claimants in the area will be charged correctly. Revenue collectibles from the lease could further provide funding for the improvement of the agricultural area.
