Technological and institutional challenges to food security in the Philippines

The food security debate in the Philippines is synonymous with producing enough food, mostly cereals, to meet the country’s needs. The current institutional set-up is biased towards food production and less on food accessibility and nutritional balance, including food safety. It has also been the basis of development programs and policies in the Philippines. This is evident to some extent from the Philippines’ Agriculture and Fisheries Modernization Act (AFMA) of 1998 whose main goal is to modernize the country’s agriculture and fisheries sectors for competitiveness. The AFMA stipulates, the State shall promote food security, including suffi ciency in our staple food, namely rice and white corn. The production of rice and white corn shall be optimized to meet our local consumption and shall be given adequate support by the State.
