Abstract
This chapter examines the history of agricultural development in the Manupali watershed (Philippines), and highlights institutional transitions most critical to forests and upland land resources, which have taken place in South East Asia and in the Philippine case. The discussion addresses resource management policies as well as access and control, i.e., the property rights attached to the resource in question, as primary factors conditioning household and community decisions on natural resource management. The Philippine case study identifies some examples of recent institutional innovations that appear to satisfy many requirements for sustainable decentralized natural resource management in the long-run
