Coastal resources management initiatives in Surigao del Sur, Philippines

Abstract

Establishment of Marine Protected Areas (MPAs) has become a common intervention tool for coastal resource management. If properly managed, MPAs can facilitate renewal and rehabilitation of natural stocks, thus, ensuring sustainable marine ecosystem. Declining fish catch has made local government units (LGUs), and stakeholders realize the need for management intervention and opt to close certain areas for the establishment of MPAs-a sacrifice on the part of fishermen who were displaced from their fishing grounds. This indeed is a manifestation that the objectives of this initiative were clearly defined to and understood by the community. The province of Surigao del Sue responded positively to this intervention. An inventory of MPAs in the province revealed forty-two (42) establishment MPAs in twelve (12) municipalities and seven (7) proposed MPAs in three (3) municipalities. Details about these MPAs are documented here. Realizing that Coastal Resource Management (CRM) initiative is a shared experience of related agencies, the LGUs non-government organization (NGOs), and national government agencies (NGAs) worked together to facilitate their successful implementation with fishers/peoples' organization (POs) as key players. It is hoped that this documentation of MPAs in Surigao del Sur will assist implementers, for one in establishing/formulating a network that would bring them together to share ideas, insights, and experiences in order to improve their management of MPAs.
