Impact of Eco-scouting and community theater programs on mountain ecosystems management in Bicol, Philippines

Abstract

Triggered by the rampant and unabated degradation of forest ecosystem, Plan Bicol implemented the Eco-Scouting and Community Theater Programs in the upland areas of Isarog Park West, Israog Park East and Bicol National Park, among others. Aimed at increasing the environmental awareness and promoting environmental values among plan families and communities, the programs were seen as effective environmental education tools. Assessment of their impacts revealed that the programs resulted in empowering the individuals and communities, translated into their active participation in community work, adoption of environmentally sound practices, development of personality in the areas of discipline and confidence, enhancement of literary skills, and higher level of concern for environmental and social issues. On the other hand, in Plan areas where these programs were not implemented, environmental awareness was lower and environmental malpractices were rampant. The community including the youth manifested an apathetic attitude in building an environment-friendly community. perceived facilitating factors for the effective implementation of the programs included the presence of active and mature leaders, unity, and commitment of members, community's support, and knowlegde of environmental issues. The constraining factors pertained primarily to the lack of community's support, finances, and active and new recruits. As relevant strategies for the localization of Philippine agenda 21, revitalization and/or replication of there programs in other areas was suggested.
