Abstract

Recreational value of the Makiling Forest Reserve(MFR) was estimated using both the travel cost method (TCM) and contigen valuation method (CVM). The travel cost analysis was based on a survey of visitors toseven recreational sites of MFR. The application of CVM on recreational benefits involved asking MFR visitors to each recreational site for the maximum willingness to pay to keep access while the qualities of the site are mainted.

The total recreational value derived from the TC and CV methods estimated for the seven sites is P134 million per year, with the Makiling Botanical Gardens having the highest share (P94 million) and makiling Peak 2 the lowest (P1 million). The total capitalized value derived is P1. 34billion. The two methods in valluing recreational benefits of MFR have inconsistencies. However, regardless of the inconsistencies and potential sources of bias of methods, it is evident from the results that MFR is a valuable environmental resource for recreation. Even though people do not pay admission fees for some of the recreation sites MFR, a sizeable consumer suplus or welfare gain is associated with the natural resources, hence, this study justifies an amount that would serve as fees for the use of the resource. Furthermore, the study can be used to achieve a more efficient allocation of resources for MFR, while providing useful information in evaluating recreation policies, programs and resource management alternatives in the area.
