Abstract

Rapid technological advancements have resulted in the production of more energy and resource- intensive equipment, leading to premature obsolescence and increased e-waste generation. Philippine SUCs face growing e-waste challenges due to digital transformation and blended learning activities, while operating under outdated regulatory frameworks. This study aims to examine the effectiveness of existing e-waste management policies and practices in Philippine SUCs, specifically on computer circularity and lifecycle extension through a qualitative multiple case study of SUCs e-waste management practices compared against global trends and literature on circular economy principles. The results of the study reveal the key challenges SUCs face on e- waste management and the immediate solutions they seek to address them. Evidence shows the lack of attention on public health and environmental protection. Critical areas need improvement including public awareness and education, infrastructure for safe e-waste storage and handling, and regulatory alignment. The research emphasizes that effective e-waste management requires a comprehensive national support system rather than fragmented local efforts, as individual municipalities and provinces lack the technical expertise and resources needed, while a coordinated national approach could position the Philippines as a regional leader in e-waste processing and create economic opportunities.
