Abstract

The HA system in the Philippines has been in the country's statutory books since 1977 and. as a regulatory measure and a planning tool, it has proven its usefulness However, as a method. it has remained a predictive exercise focused on the identification of changes resulting from development proposals and leading to the preparation of EIS which sets out the terms for project approval Little attention is paid to the actual effects of project construction and operation unless a disaster occur Without a systematic follow up studies after the issuance of ECC, FAA becomes a pro forma process, rather than a meaningful exercise in environmental science and management Monitoring and audit is one way of convening EIA from a static to an iterative process, one characterized by feedback and adjustment This post-project activity will provide decision makers with an understanding of the environmental consequences of a proposed action or project. thus lessening uncertainties of final decision Cases for the application of monitoring and audit elsewhere have been cited and all these cases point to the need for improving the accuracy of prediction A recommendation is made for the DEMI to incorporate in selective projects the process of monitoring and audit
