Abstract

As the UP Los Baños has been trying to strike a balance between the sciences and the arts, it has nonetheless always have been known as a science community where the arts have thrived, because students, faculty members, and student organizations find ways and means for artistic expression, rather than because an administrative mandate requires regular performances or exhibitions of the different art forms. However, this situation is most likely to change with the call of the Chancellor for the University to distinctively excel in culture and the arts in the Southern Tagalog region. This excellence should not only be manifested in exhibitions of artworks in various forms of a demonstration of skills and craftsmanship, but also in the recognition of artists and the University itself in promoting culture through the arts. The prospects for such strengthening and advancement are delved into and suggestions advanced that may be helpful for policy formulation in the promotion of and achieving excellence in culture through the arts in the region. Specific recommendations include the reworking of OICA, recognition of and support for resident companies, development of art spaces, and alternative venues for cultural endeavors, establishing linkages with institutions and local government units, and the institution of courses and programs.
