Abstract

This paper reviews three forest management projects focusing on how criteria and indicators (C & I) were used in monitoring and evaluation (M & E). The projects compared were the Leveling the Playing Field Project in Palawan, a watershed management project in Rizal and Quezon and a watershed reforestation project in Pampanga and Tarlac. It begins the review by discussing concepts and theories in criteria and indicators and monitoring and evaluation. Attributes of an efficient and effective monitoring and evaluation system were used to assess the monitoring and evaluation done in the three projects. Based on the review, to be efficient and effective, C & I based M & F system should be made inherent part of project plans and framework of implementation, should be made simple and inexpensive, transparent, with clear objectives, participated widely by stakeholders and with indicators that are easy to measure even by local community beneficiaries of projects. The paper provides helpful tips in conducting monitoring and evaluation using criteria and indicators.
