OE-NADA of the proposed ARCCESS sub-project: enhancement of agricultural productivity and marketing Gapasan, Magsaysay,Occidental Mindoro (final report)

Abstract

One of the proposed sub-projects under the Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) of the Agrarian Reform (DAR) is the 'Enhancement Agricultural Productivity Marketing.' The target beneficiary organization is the St. Marcos Multi-Purpose Cooperative in PAPULONG ARC in the Municipality of Magsaysay, Occidental Mindoro. The proposed sub-project aims to lessen production losses during production activities and consolidated of farm produce, enhance agricultural productivity in the ARC, as well as increase the income of the ARBO and the individual members of the ARBO. Specifically, the sub project aims to: 1)provide extension services to the Organization; 2)develop project management skills of the ARBO; 3)increase crop yield from 80 to 120 cavans; 4)decrease labor cost by 35%; 5)cheaper, earlier and timely land preparation; 6)decrease losses from the hauling and spoilage; 7)increase quality of products in order to command higher prices; and 8)increase household income from PhP74,500 to PhP100,000. The sub-project has two major components, namely, institutional development, agriculture and enterprise development. Under the institutional development is the capability building of the ARBO. On the other hand, the second component covers the training on enhanced rice productivity using the Unladsaka Technology and the provision of common service facilities (CSFs) for land preparation and hauling. These CSFs include 35HP 4WD tractor and combined harvester-tresher. The Organization and Enterprise Needs Assessment and Design Assessment (OE-NADA) was conducted to determine the relevance feasibility, and acceptability of the proposed sub-project. Focus group discussions (FGDs) were done and secondary data were gathered to support the data obtained from the FGDs.The community is an agricultural community with rice as the main crop. Farmers utilize machineries such as tractors and treshers or combined harvester-tresher. Tractors, 4WD, are used not only in land preparation but also in hauling of palay during harvester season. While combined harvester-treshers are the preferred equipment due to its time-efficiency and minimal production costs compared to thresher. The St. Marcus MPC owns one unit of hand tractor and two units of combined harvester-tresher. But the current number of tractors and combined harvester-threshers in the community are not sufficient accommodate the demands of farmers simultaneously especially during peak season. Given the high demand for 4WD tractors and combined harvester-threshers, it is recommended that the proposed CSFs beg granted to St. Marcos MPC. Specifically, these include 1 unit of 35HP 4WD tractor and 1 unit of combined harvester-thresher. Furthermore, the Cooperative should be provided with agriculture extension services and business development services. Coop members, requested trainings on organic farming and hybrid rice production. Similarly, trainings on marketing, equipment maintenance and repair, record-keeping, and financial management should also be provided to the ARBO.
