City mayors shared their experiences and practices to respond to and manage the Covid-19 pandemic at a webinar hosted by the Center for Strategic Planning and Policy Studies (CSPPS) of the College of Public Affairs and Development on June 29, 2020. Mayor Arlene B. Arcillas of Sta. Rosa City, Laguna and Mayor Rex T. Gatchalian of Valenzuela City, Metro Manila served as the resource speakers in the first episode of the webinar series titled "Strategies Employed by Leading LGUs in Managing the Impacts of the COVID-19 Pandemic." The Local Government of Sta. Rosa City, according to Mayor Arcillas, provided food aid to all families, financial assistance to affected sectors, and transportation for frontliners and essential workers. The City Government also partnered with the private sector to establish treatment and monitoring facilities. Other local actions mentioned were rapid testing for LGU employees, misting and disinfection, online application for a travel pass, enforcement of guidelines, and construction of testing facilities. Mayor Arcillas also acknowledged the various donations provided by companies, non-government organizations, cooperatives, and private individuals and groups. Meanwhile, Mayor Gatchalian discussed how the Local Government of Valenzuela City responded to the COVID-19 pandemic through the use of the existing Community-based Monitoring System (CBMS) data, socio-economic and zoning maps, and house visits to quantify and locate where the poor families live for the first round of distribution of food packs. The City LGU also partnered with four private laboratories doing an average of 200-250 polymerase chain reaction (PCR) tests daily. Furthermore, the LGU used a wealth of testing data to come up with localized protocols. Lastly, Mayor Gatchalian shared about Valenzuela’s Paspas Permit System, an online platform for application of permits (e.g., business permit) and request for documents (e.g., marriage certificate). The CSPPS regularly conducts policy seminars to promote public awareness on current issues on food security and sustainability, water and development, social policy and institutions, and local governance.
