Abstract

The expanding market of biotechnology highlights the persistent challenge in the Philippines of translating scientific knowledge into commercially viable products. This difficulty is attributed to both internal and external factors affecting technology transfer processes. While previous studies have examined the biotechnology landscape from a broad and international perspective, they often overlook the nuances of day-to-day operations within institutions. This study addresses this gap by examining the Technology Transfer and Business Development Program (TTBDP) at the National Institute of Molecular Biology and Biotechnology (UPLB BIOTECH), a leading institution in the field. Using participant observation and unstructured interviews, the study developed a Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis to assess both the internal and external dimensions of the program. Findings indicated that while the TTBDP demonstrates strong organizational and relational foundations that support effective technology transfer, it continues to face operational challenges rooted from limited fundings and regulatory ambiguities. Externally, opportunities arise from increasing public interest, digital innovation, and market expansion, which collectively offer paths for improvement. However, TTBDP remains vulnerable to threats related to slow intellectual property protection and knowledge control issues. Based on these findings, a SWOT-based strategic matrix was developed to align internal capabilities with external conditions. Overall, the study contributes to the improvement of technology transfer practices in UPLB BIOTECH by providing a SWOT-based strategic framework that enhances operational efficiency. Moreover, it may offer insights for enhancing technology transfer processes and may serve as a basis for policymakers, biotechnology practitioners, and other research institutions.
