Abstract
This study investigates the organizational structures and incentive systems of electric cooperatives in the Philippines, focusing on the differences between cooperatives registered with the Cooperative Development Authority (CDA) and those regulated by the National Electrification Administration (NEA). Guided by the New Institutional Economics (NIE) framework, the research aims to analyze the organizational forms of a selected CDA-registered cooperative and an NEA-regulated cooperative, examining how regulatory impacts and agency challenges shape these structures.
To achieve these objectives, interviews were conducted with one representative each from Quezon II Electric Cooperative (Quezelco II) and Guimaras Electric Cooperative (Guimelco). These interviews provided valuable primary data, offering insights into the practices, policies, and challenges distinct to each cooperative.
Findings indicate that CDA-registered cooperatives, with their decentralized, member-driven governance structures, promote active participation and flexibility, but face challenges related to inconsistent regulatory oversight. In contrast, NEA-regulated cooperatives exhibit more centralized governance, which helps standardize operations and reduce agency problems, but at the cost of limiting responsiveness to local needs and conditions. This study highlights the importance of aligning organizational forms and incentive structures with both cooperative objectives and the broader regulatory landscape. Suggesting the potential for customized governance models that could improve the resilience, operational efficiency, and member engagement of cooperatives across diverse regulatory context.
