Abstract

The study primarily aimed to analyze the slaughterhouses in selected municipalities of Quezon Province and their compliance with the product safety standards. Descriptive method was used in the analysis of the slaughterhouses, its operations, slaughterhouses personnel and the problems encountered by the slaughterhouses as well as its laborers. Factors affecting compliance such as cost in terms of personnel services, operating and maintenance costs, and benefits including revenue generated, as well as higher classification of meat from privately-owned/operated and LGUs owned/operated slaughterhouses were evaluated using a Lickert Scale. Cost and return analysis was employed in determining the profitability of compliance and non-compliance of slaughterhouses to product safety standard. The results of the study showed that Sariaya Abattoir, being a Type AA slaughterhouse met all the requirements set by the NMIS in terms of product safety standards. On the other hand, locally registered meat establishments and abattoirs such as those in Tiaong and Lucena, did not meet the set standards. The lack of facilities and equipment, unqualified personnel and lack of monitoring from the LGU negatively affected the compliance of these slaughterhouses to NMIS standards. Lack of capital was also the primary factor of non-compliance for both LGU-operated and privately-owned slaughterhouse for all scales and sizes. A law allowing Locally Registered Meat Establishments (LRMESs) to operate as accredited slaughterhouses contradicted the product safety standards and was also a problem for the accredited slaughterhouses. In effect other commercial establishments were compelled to bring and slaughter their animals to LRMEs. This was also due to the convenience in terms of transportation costs and other fees without considering product safety of meat. Thus, it is recommended for the government to allocate resources for the renovation and setting up of accredited slaughterhouses. It was also recommended for NMIS to conduct regular inspection of slaughterhouses and LRMEs in order to ensure safe meat. Each slaughterhouse should have trained and accredited butchers hired by the LGU. Butchers should also be part of the slaughterhouse?s personnel.
