Abstract

This study determined the economic impact of the Japan-Philippines economic Partnership Agreement (JPEPA) on Philippine prawn exports. Specifically, it described the trends in production, export price, domestic wholesale price, consumption, export volume and value of Philippine prawn analyzed the trade patterns in Philippine prawn exports analyzed prawn imports of Japan determined the effect of JPEPA on the export volume and value of Philippine prawn exports. It also identified problems encountered in the Philippine prawn export industry and provided policy implications to address these problems. It utilized secondary data, which were subjected to descriptive analysis, piecewise regression analysis, and multiple regression analysis. The trend analysis of exports volume and value revealed that prawn exports decreased after JPEPA implementation. Aside from decreasing domestic production, Japan's decreasing import demand for prawn also decreased. Furthermore, results of the piecewise regression analysis revealed that JPEPA significantly decreased the export volume and value of the Philippine prawn exports to Japan but there was growth in the share of Philippine prawn served as alternative trade destinations. Also, using multiple regression analysis, results of JPEPA showed that the domestic wholesale price and foreign exchange rate significantly affected the volume and value of Philippine prawn exports to Japan. On the other hand, the problems encountered by the Philippine prawn export industry were the following: disease outbreak high cost of feeds competition among other exporters of prawn to Japan and global economic recession that resulted to devaluation of Japanese Yen. To address these problems, the following were recommended strength extension works of new and improved management practices from the government to aquaculture-prawn fisher folks exploration of domestic source of prawn feeds exploration of other export market aside from Japan and further develop the domestic market.
